[HWPL] New Committee Launches to Bridge Korean Peninsula Divide 
and Focus on Legal Framework for Unification




South Korea – March 14, 2025 – At the “HWPL’s 9th Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW)“ held in Cheongju, South Korea, a significant step toward Korean Peninsula unification was taken with the launch of the “Preparatory Committee for Peaceful Unification on the Korean Peninsula.” The event, themed ”Building Bridges for Korean Reunification: Establishing Legal and Practical Frameworks for Peace”, drew about a thousand domestic and international leaders, outlining a comprehensive plan for a nationwide peace and unification initiative.

Spearheaded by HWPL, a UN ECOSOC-accredited international NGO, the <Together: Connecting Korea> campaign, involving approximately 170 civic groups, aims to foster communication and harmony across Korean society. The newly formed committee will focus on expanding socio-cultural exchanges between North and South Korea and establishing a robust foundation for future unification.



“(HWPL’s) tireless work is proof that peace is not just an ideal but an achievable goal when there is will and action. From the Central American Parliament, we firmly support all unification and integration initiatives that promote peace, such as the dialogue for the reunification of the Koreas,” stated Hon. Carlos Rene Hernandez Castillo, President of Central American Parliament.

HWPL Chairman Lee Man-hee said, “The expeditious path to unification lies in the implementation of free movement. It is imperative that we pursue unification through constructive dialogue without force. Our country must become a testament to peace. We should work together thereby future generations can be happy and our wishes can come true” and presented a vision for peaceful unification on the Korean peninsula.



Ven. Seok Yeonhwa, Chairman of the Supreme Patriarch of the World Buddhist Sangha Council, detailed the committee’s future plans by saying, “We will unite people's hearts through campaigns, expand the public understanding and support for unification through education, and conduct research on post-unification social and economic integration.”

Kim Yeong-geun, the 32nd Rector of Sungkyunkwan emphasized the critical role of civilian exchanges, calling for “a legal and institutional framework to ensure their continuity, regardless of political shifts.”

A cornerstone of the event was the presentation of a draft of “The Constitution Establishing a Unified Korea” by Professor Ciarán Burke of Friedrich-Schiller University Jena. Developed by the HWPL International Law Peace Committee, this draft establishes legal foundations for a unified Korea, including denuclearization goals and a peace system that protects citizens’ rights and welfare. “(This initiative) will be furthering the cause of Korean unification, of future stability, and ensuring that the region – and the world – is likely to remain a more peaceful place," said Prof. Burk.



The Together Campaign’s “Connect Korea Challenge” (https://togetherconnectkorea.kr/) is actively promoting unification through advocating free movement and international support. Within 10 days, participants from 243 cities across 72 countries contributed over 1,350 pieces of content, demonstrating global interest in a peaceful unification on the Korean Peninsula.

through the HWPL Peace Walk




In a world still plagued by conflicts and strife, even the smallest steps toward peace can create a powerful ripple effect. At the heart of this movement is the 11th Anniversary Commemoration of the Declaration of World Peace and the Peace Walk, organized by Heavenly Culture, World Peace, Restoration of Light (HWPL). This past May, citizens from over 50 countries, including South Korea, voluntarily took part in the event under the theme of "Intercultural Communication for a Civic Spirit of Reconciliation and Inclusion"

▎ Global Citizens Share Messages of Peace
The event took place in diverse forms, reflecting each country's unique culture and environment. From peace walks and performances to exhibitions, tree planting, and free hugs, it wasn’t just a celebration—it was a peace festival where citizens could engage, experience, and reflect.

In Seoul, South Korea, the event was held at the Peace Plaza in Olympic Park with the support of the Ministry of Patriots and Veterans Affairs. Visitors paid tribute to Korean War veterans and shared messages of solidarity with Ukraine, currently suffering the pains of war. Through VR experiences and themed booths, participants were given a rare opportunity to experience the horrors of war and understand the true value of peace.

One participant, Yoon So-jung, shared, “Through the experience, I realized that South Korea is not entirely free from the threat of war, which made me long for peace even more.”



▎ Small Acts, Big Impact
Participants supported peace not only through their presence but through active engagement—signing the Declaration of Peace and Cessation of War (DPCW) and learning about HWPL’s various peace initiatives. Lee Jung-won, who joined from Gangdong-gu, said, “I had never heard of HWPL before, but it was meaningful to learn that they’re addressing current global issues like the war in Ukraine.”

▎ In Uganda, Talking about Water and Peace
HWPL also recognizes that peace is closely tied to environmental issues like climate change and access to water. In April last year, an online seminar was held in Uganda under the theme "The influence of water on peace and security." Conflicts over water resources caused by rapid urbanization and environmental destruction are directly linked to national security, reminding us that this is not merely an environmental isues but one that is closely connected to the peace of all humanity.

During the webinar, HWPL and the Uganda NGO BioVision Africa signed an MOU, pledging to collaborate on sustainable peace and environmental efforts. Citizens and leaders from Cambodia, Kenya, and other countries joined in to share perspectives and propose solutions.



▎ Peace is a Journey of Collective Participation
Both the peace walks and environmental webinars shared one common message: peace is not the sole responsibility of leaders. It is achieved through the empathy and actions of every individual. Realizing that the peace we enjoy today is not guaranteed reminds us of the importance of passing on a better world to the next generation.

HWPL’s efforts to make these heavy topics more accessible and engaging highlight that peace is not just an abstract idea—it’s a real-life issue that affects us all.

▎ A Seed of Peace Blossoms in Rwanda: The Story of HWPL Peace Education
Rwanda—a country of stunning natural beauty and a deep, painful history—is experiencing a remarkable transformation. On the grounds where gunfire and hatred once echoed, a flower named peace is now blooming. At the heart of this change is HWPL (Heavenly Culture, World Peace, Restoration of Light), a global peace NGO, and its unique peace education program.

▎ From the Philippines to Rwanda: A Wave of Peace
In September 2020, Rwandan educators participated in the HWPL Peace Education Development Forum held online. The forum was focused on the case of the Philippines, a country that endured over 40 years of conflict but is now fostering peace through HWPL peace education. Education leaders from Indonesia, Nepal, and Bangladesh also joined.

Rwandan representatives—principals and teachers from local schools—were deeply moved by the Philippine experience. Having lived through their own national tragedy, they resonated strongly with the message and potential of peace education.


▎ Peace Education Takes Root in Rwanda
By December 2023, seven schools in Rwanda had signed MOUs with HWPL to implement peace education:

▪️  Groupe Scolaire Marie Reine Rwaza
▪️  Groupe Scolaire Sayabagarura
▪️  Lead Hill School
▪️  Iriba Academy
▪️  GS Gisoozi One School

Among them, GS Gisoozi One School held a pilot class in June 2021 using Lesson 1 of the HWPL Peace Curriculum. The focus was on “diversity, harmony, and coexistence,” helping students recognize the peaceful order in nature and reflect on how different elements live together in balance.

“What kind of bowl is the most useful in our lives?” the teacher asked. Students examined various bowls and realized that all have their unique uses regardless of shape. The key lesson: every being has value, and we must live together in harmony and respect.

▎ Nurturing Peace Citizens
HWPL’s peace education is not just informative—it is transformational. Before the lesson on “Why do we need laws?” students gave general answers like “for safety.” After the class, their responses evolved into more nuanced understandings: “To guarantee safety, maintain social order, and protect citizens’ rights.”

Regarding the concept of a “peace citizen,” students initially believed that simply understanding peace was enough. But after the course, they offered deeper insights: “Peace citizens become messengers of peace who prevent armed conflicts and act as leaders to resolve disputes through peaceful means.”



▎ Teachers Learn and Change Too
Peace education has had a powerful impact on teachers as well. One said, “Peace citizens play a role in preventing wars through nonviolent solutions and become leaders in resolving conflicts.” Another teacher highlighted that peacebuilders must confront difficult political issues through dialogue and negotiation.

Others emphasized international legal principles. One teacher referenced the UN Charter: “Any disputes that may threaten peace must be resolved through peaceful means, based on justice and international law. One of the UN’s key goals is to maintain peace and security through the rule of law.”

▎ From Tragedy to Hope
Rwanda’s history includes one of the most tragic genocides in modern history, where ethnic tensions between the Hutu and Tutsi resulted in over 500,000 deaths in the 1990s. Today, however, a different story is being written—one of reconciliation, understanding, and education for peace.

HWPL peace education is more than a curriculum; it is a message of healing and hope, one that empowers both students and teachers to become agents of peace.

Peace isn’t something far away—it begins with each of us. Rwanda’s journey reminds us that even the most wounded places can become gardens of peace. How can we start planting peace in our own lives today?
